The OpenGL renderer offers several different upscaling filters, as an example for JA2, if you set the game resolution to something that's neatly divided by your monitor's native resolution and then use say linear filter, you can get that a very crisp, pixel perfect upscale of the game graphics. I played around slightly with the 1.13 settings but it didnt really help much. Very helpful for older games on modern systems and has a few other compatibility settings besides just the wrapper part. It feels laggy (as if vsync was on), mouse movement feels weird, certain stuff makes the game run slow (shooting, explosions) and overall its not fun. Actually I'd advise not to use them because they cause a garbled air view on the map screen. 1.13 works well on modern PC, just not install it to system. It depends on what you want from the game, if you only need slightly improved vanilla with support of higher resolutions, use stracciatella. In my opinion you don't really need the dll files from the archive. 1.13: best tactical turn based game existing, dozens of mods with new maps, characters and plot, many new game systems like NCTH or IIS.
Please read the Readme file that is contained within. It's mainly a graphics wrapper that redirects the old ddraw7 calls to either OpenGL or DirectX 9 depending on what you choose. The JA2 1.13 installation has a docs folder with information on Windows 8/10 compatibility fixes.
